Proper shifting on a road bike?

I have a Gary Fisher road bike that I've been riding for almost a year. I live in a very flat area and leave my left shifter in the middle position the majority of the time. Here's my question: Say I'm approaching a big hill and need to downshift. Do I shift all the way down on the right until I can't go any further (in other words, until I run out of gears on the right), then shift down on the left to the first position? Someone told me it's not good to wait until you run out of gears on the right side before shifting on the left. What's correct? Thanks!
