Programs from the Internet onto another computer?

I was just wondering if there's a way of getting a program which you have to install from the internet on a computer without the internet? I can hav the sims 2 on my comp upstairs, but I'm not allowed the internet on that one. I want to get Q-xpress on mine so I can get stuff off modthesims2.com but I'm not sure how to get it from one comp to another.
