Problems with the 4wheel drive system on my 1989 jeep wrangler. I've checked

the vaccum and replaced transfer? I can put it in 4 wheel drive and get out and pull the green vacuum hoses off of the side of the vaccum motor and it will activate the coupling and the front wheels will turn. Why will it not activate by the shilfter?
