problems with special characters creating an html with a java program?

i have a java application that the main objective is to create a couple of html files, the content of the html file has some Spanish words with special character. i also create an XML file, but i don't know why when i create the XML file all the special character appear with no problem, but when it comes to the html file, they don't. it appears an question mark sign.
i think the problem could be caused by the fact that most of the words i create the html with, comes from string variables. i don't know if this have something to do. but i would like to solve this problem soon.
any ideas?
