problems with photo albums on facebook!?

i notice that some people do not have a "photo albums" tab on facebook and you can't view their albums unless they publish the photo's to their wall, does anyone know why when you try and look at photo's that why and click on "go back to user's albums" it says content not avaible? and say's you do not have permission to view this content, it does to all of my friends who do not have an album tag,

i'm just wondering if this is happening to anyone, and if anyone knows why/how to get around this?
