Problems starting my 1993 jeep grand cherokee laredo?

I have had my jeep for about a year and a half now, and when i first got it it had a little bit of a delay when starting. it would crank for like 10 seconds then catch, that was as bad as it got. but now after time if the engine is cold (just being started for the first time of the day, or after atleast 8 hours of not running) then it is much harder to start, i have to crank it atleast 5 times before it starts and then i have to hold the gas above 1500 rpm for about a minute for it to stay running, if i dont give it gas then it will choke out and almost die even die sometimes, then i restart it and do the same process. a mechanic said my fuel pump is going out and it doesnt have much pressure, but this has been going on for almost a year, wouldnt it have gone out by now?

Also, another issue i have is when i am driving between 45 to 55 mph and i hit a bump with my right front tire the wheels start shaking really badly and i have to pull over to make it stop, that has been happening since i got the jeep, so i cannot drive on the freeway or highway more then atleast 45 mph out of fear of losing control. i took it in to have that looked at also and the shop couldnt figure it out, they said they would suggest replacing the steering stabalizer but i dont want to have to spend the money on that if it doesnt fix it.
