Problem with parking brake on my 2001 Ford Escort?

I went to pull up on the parking brake yesterday and noticed that it was a tight pull. However, it did stay and it did go back down when I pushed it. However, I don't think it's making contact with the wheels since the car won't stop on a slight incline with the parking brake up.

I just had the parking brake cables replaced and they passed inspection back in September 2008 and I haven't used it since. Could it mean they just need to be adjusted or is it something bigger?
