Problem with Chevy Express Van running rough and hesitating?

I have a 97 Chevy Express van with 115k miles 5.7 litre engine. It usually runs very good. However, lately sometimes I start it and it has very little power, I depress the gas and it is extremely hesitant, almost like it's not getting gas and it will stall out if I don't shut it off. Sometimes even the Voltage Gauge on the dash goes way down to 9. If I shut it off and restart it, it runs perfectly fine.

It has a brand new battery and alternator and new plugs, wires and dist. cap within the past 3 months. New fuel pump 1 year ago. Any suggestions as to why it would run so rough and sluggish until I shut off and restart?

Check the idle air temperature sensor in the air Inlet right before Or after the MAF, most auto parts stores can test it for you.
 
Ignition switches were pretty common on these trucks. Does it shift
funny when the problem happens if so you may try a switch. Or have it Diagnosed.
