Problem with bike brakes?

Ok, so when im riding my bike, especially when im going down a hill, I will put my brakes on. When I do this the bike will slow down, speed up, slow down, speed up, and will keep doing this in even increments when I'm still applying the same pressure to my brake levers.

Does anyone know whats wrong?

Sounds like your bike brakes have some modulation and your "bike" has a Motor???

yes your brakes need to be changed , because they are made out of rubber there will be some parts of the brakes that are rubbed out and some parts will be partially rubbed out , this will cause what you said about the increase and decrease of ur speed , changing ur brakes will do the trick , u could do that manually its very easy to do or just go to a bike shop .
