Problem w/ my 98 Jeep cherokee 4.0. It's not getting any voltage to the plugs.?

I replace the Distribution Cap and Rotor and still got nothing. After this I checked the voltage going to the distributor and got about 10V. After this I checked if there was voltage going to the coil and i got about the same. Next, I checked the voltage from the coil to the D. Cap and got a starting voltage of about 20V, then it went right down to a lower voltage. Could this be a could problem? Or should i check if the Distributor is actually spinning? Thanks
