Problem reaching a phone number, please help (T-Mobile)?

Hello,
I've been having some troubles calling to a phone in the US with a T-Mobile plan. The results of my calls have been rather odd, since most of the time the call isn't even placed (either disconnects or the line is busy - far more often than I think it is), other times it rings after a long "mute period" and at the end I get the busy line sound again (instead of the voice mail, which is the normal here). Have also heard an automatic message: "at the subscriber's request, this phone cannot accept incoming calls". Have tried calling from different phones and the outcome of the call doesn't seem to depend on which phone is used. The inconsistency of what I get to experience on this end has been puzzling and naturally starting to feel worried about the person I wanted to contact - this has been going on for a couple days. Would appreciate some insight as to what is happening here. What are the possibilities? Thank you in advance.

PS: This phone's services have been limited to just receiving texts/calls due to lack of payment for a few weeks now. Perhaps something related to it? I'm calling from abroad, if that is any help.
