Preventing CAT POOP in my garden?

I am really really frustrated. I have spent hours working and creating a new little garden especially a new veggie bed. as I was prepping this, I found that a cat has been using it as a litter box. Cleaned it all out and it continued to so. Their poop contains a parasite and I could get really sick AND it is just disgusting. How do I prevent the cat from coming back.
NO I WILL NOT USE IT AS FERTILIZER. It happens at night and I live in a 3 story house so I don't know exactly when it happens. Not my cat, my neighbors and I can't spray it with water.
WHAT DO I DO??
 
What I do in my garden is: I cover it with a tarp or with boards if I have just planted seeds. I remove them a few days later after the seeds germinate. With established plants, I put a ground cover of bark. You can these big bags of bark at the nursery center. The cats like to poop in the freshly tilled soil. They do not like to poop on the chunks of bark.

You can also buy commercial products from the nursery center, but I have never used them.

Another thing I have used successfully in a freshly tilled garden is coffee grounds. If you put enough of the coffee grounds on the soil, it discourages the cats from pooping there.

You can go to most Starbucks and they will give you free used coffee grounds. They usually have them already neatly bagged and setting in a can inside the restaurant. They are labeled "garden grounds". If you don't see them there, just ask.
