PRE SEED, DO YOU REALLY HAVE TO WAIT 15 MINUTES BEFORE?

do you really have to wait 15 minutes before having sex when using pre seed? what if you are already in the mood and dont feel like waiting 15minutes, would it still be as effective? And when it drip down? what do u do about the dripping? is it the pre seed driping or the sperm is driping out with it too?
