Pre Owned Game all scratched what should i do?

Yesterday i brought pre owned FIFA world cup 2010 the games was pre-owned the store i got it from was JB-HI-FI and the game disk was all scratched and wasn't taken care off what should i do ?
should pre owned games be clean before selling
