Pre Calculus and College Algebra the same thing?

Im a college student taking Spring quarter Mathematics (college algebra). The pace of this class is pretty insane compared to, ohh lets say... a semester of the same thing.

The difficulty of this class comes from the speed of which it moves...........(hella+phuquing+fast(100000)^9 = This class.

Anyway, whenever Im looking something up, keying in help phrases for problems, or asking somebody outside of class for help, I constantly run into people(text) saying that this is Pre-Calculus.

Is College Algebra this the same thing?

some major topics covered in my class:
Inequalities, graphs, functions, polynomial/ rational functions, systems of = > <, Matricies and determinates, conic sections, sequences and series.


I know this and Trig are the prerequisites for the calc-1-3 sequence.

off topic question:
would you consider college algebra /...college pre calc,a bit more managable in a semester setting rather than a quarter setting? and I mean as far as absorption requarding pase.

I ask because the track record for fail rate at my college is between 50% and 60%... alot of people I am taking it with, took it the previous term.
