Power Steering Problems with 2006 Chevy Cobalt with 13,210 miles! HELP PLEASE!!?

I have had no problems with my Cobalt. Until yesterday, I was driving on the highway and i heard a "beep beep" and look at my dash board and it said POWER STEERING. My car wheel then locked up and I couldnt turn. I'm lucky not to have crashed or got killed. I dont have a warranty anymore, but I've read alot of stories and this is a very very common thing with the 2006 cobalt. Should I go to my dealer and complain to them and GM? I dont have the warranty and I'm a college student and Can't afford to pay a huge mechanic bill. What could be the problem and what would be a good solution!!?? PLEASE HELP!!
 
Technical Service Bulletins are out for the steering problems with the cobalt's.Please go to you local chevy dealers service dept.They are no reason they should not repair this problem under factory warranty with the low miles you have.This steering problem has 6 factory bulletins out on the 2006 cobalt.Best of luck.
