Awhile ago St. Catharines city council passed a bylaw requiring postering on (on hydro, light poles etc) to registar with the city, pay a fee and get s sticker that had to be applied to all flyers put up. Recently I've noticed flyers not having this sticker - has this bylaw been revoked by city council or has it become more of a scoff law?
