Possible selling scam?

I'm looking into buying a used motorcycle from a private party. The thing is on the ad (I'm using Craigslist) it says that he will not register it, and that the buyer must register.

Is there any possible scam that he is trying to run? Or am I'm just being too paranoid.

My guess is that the motorcycle is stolen.
