Pokemon soul silver gym leader trade?

Okay, so I just now walked into Saffron City and went to the Magnet train station. I noticed a familiar character in the right upper corner, when I talked to the person it turned out to be Lt. Surge. When I talked to him he asked me about the Pikachu I previously showed him and asked me if I would trade him my Pikachu for a "French Pikachu." Of course I ended up trading him and got the pikachu nicknamed "Volty."

My questions are......
Is this a normal event or is it special?
What's so special about this Pikachu?
Are there other special gym leader trades/events found in the games?
 
at certain times you can trade pokemon with every gym leader and no there is nothing special about the pokemon they trade you
