Pokemon Black and White: Is a reservation card the same as pre-ordering?

I want to know if buying a reservation card at Target for Pokemon Black and White versions the same as pre-ordering them. If America does get key-chains for pre-ordering like Japan did, will I receive one if I buy a $1 reservation card at Target instead of pre-ordering at Game-stop?
