POCKET BIKE/ MINI QUAD WILL NOT START?

i have a pocket bike quad or a pocket bike quad and it will not start, my friend he was trying to start it and he pulled out my rip cord. So i was able to get another rip cord but it still wont start i know this happens to all pocket bikes and quads and i made sher that the gas and the choke was on so can someone help thank you
