I am a little confused by your question. But if your position is we should be restricting foreign oil, some of the arguments you could make is that we wouldn't be dependent on other nations, especially OPEC nations, and we wouldn't be so harshly impacted by the sudden rise in prices due to foreign nations not producing as much. You could also make the argument that reducing foreign oil consumption would force us to research alternative fuel sources and try to implement different fuels. However, this point does have the problem with the cost of implementing new fuel sources. Finally, you could argue ANWAR and oil in Texas, Montana and N. Dakota. However, this point does run into a problem with environmental costs.
If your point is against restricting foreign oil, you could make the argument about the environment and protecting ANWAR and the places listed above. You could also argue about how our consumption of foreign oil has helped those nations, such as the OPEC nations, increase their standard of living. However, this point does have the issue that only some people in the OPEC nations reap the benefits of exporting oil.
I hope some of this helps you. I don't have any links, but maybe now you have some ideas and can think of places to go.
