please! what is wrong with my car? does this sound like the solenoid?

Doesn't start when i turn the key..there isn't even a noise really.. there is power because the lights come on inside the car and everything.The car will actually start but only when i open the hood and stick a screw driver on a bolt (kinda) on something in the front and someone has to be inside the car and hit the gas. My dad figured that out but he thinks its a blown fuse or something. Does this sound like a fuse or the solenoid ?? its a 1996 chevy caviler
