My car is working fine but for the last couple of weeks when you break everything is fine but when your slowly coming to a stop light/sign the break ( right when it gets between 10 to 5 mph ) kinda gives and makes a loud noise pushing right to the floor. We took it to a garage and they bleed the brake lines and calipers and said it was built in air...didn't help at all! Now the battery light came on along with the seat belt light as well as the ABS light. The speedometer and gas valve were going up and down like crazy ( like the car was going to die ) I don't know what's going on! O, and the "brakes" are still the same.
I have a 10 month old and I need the car to be safe for her to drive in. I can't believe that garage didn't fix the actual problem. I don't have any money left after them to bring it to another garage but for now I'd like to possibly know what it could be. Thank you so much.

unfortunately later 90's model dodge neon have been known to have bad brakes for some reason. had several friends with the same brake problems and were told it was a defect of some sort with the factory brake setup. the electrical problem may be the voltage regulator. not sure if the dodge neons voltage regulator is built into the altenator or is a stand alone unit. have that checked

could be bad pcm (computer)
that would explain the crazy gauges and could be turning the abs
on when you brake. that would explain the weird brakes. I would be able to tell you for sure if I drove it.... take it to a shop with GOOD scanners (dealer) and have them scan the computer. sounds like bad pcm to me.

i think when you took it to the garage for what was wrong with it by some strange coincidence they might have created other problems for it,if the only problem you was having was the brakes to start with and now you have all these other problems something is going on with it,id do this, take it to auto zone and have them scan the computer and they can tell you what caused the light to come on,then you,ll have a lot better idea of whats going on with it,and they don't charge for this either, doesn't it seem kind of odd that you have more problems than you started out with, have auto zone scan it and see what trouble codes the computer gives, that will help you more than anything right now, then go from their with it,or come back on here and give us the codes and we can help you more, good luck.
