Please Help! Question about Parson's New School of Design Portfolio Requirements?

In my art class we are taught not to use copyrighted photos, and if we do decide to draw a person from a photograph we have to use more than one photo as a reference. Anyway, I have seen photo manipulation in digital design that made use of actual photos, and I was wondering if I applied this similar method but to traditional drawing for my Parsons portfolio would it be allowed? Just to mention so you know the type of portfolio I have to create, I'm a senior in High school and I am applying for Undergraduate BFA for fashion design.

So, I have an artwork that is really nice and I want to add it if I can. It is a drawing of a black and white portrait of a person but it is from an actual black and white picture of a famous person, however, I have drawn original colored designs of flowers to surround the portrait. Would this be allowed?

And one last question I wasn't sure about because I didn't read anything about it on the parsons site. It states 8 to 12 pieces of artwork but is it or is it not limited to 12?
Thanks =]
