Please help! My fish has red around his head, and i dont know what to do.?

I had two fish, and my filter was broken. Me and my friend gave the tank a full clean and put in Water Conditioner for the tank as usual. we left the filter out for the first time though. After that I went away for a week. My dad was looking after the fish and said that one of them had died. Now I only have one. When i got back from my holiday, the water was extremely cloudy; i couldnt see a thing. and then i saw my fish; it was normal colour and swimming around normally, but it had red (what looked like blood on the inside) all around his head, and two bumps on the top of his head. I changed 50% of the water and added water conditioner. He's normally hanging around the filter and struggling as he swims now. I'm really worried, and i think he killed the other fish because i researched that the disease spreads in the water. I feel so sorry for him and mum says its best i flush him down the toilet but animal cruelty really hurts me. i want to take him out of his misery but what should i do? mum says he's my fish and i should do what i feel, but it would hurt me so much to see him die. i usually see my fish lying on the bottom of the tank when they pass on, but i'd hate to kill him myself. now i dont know what to do and im really confused. somebody please help me.
His name is Phantom, he's a Comet Fish (type of Goldfish), he lives in a tank for up to 2 fish and i purchased him from a pet shop. He has been alive for 2 years now.
 
If he's struggling around the filter and the water was cloudy, he's probably not getting enough oxygen. Do you just have a filter do you have aeration as well? Is he in a bowl or a tank?

One time a lady asked me why her goldfish died and she had them in a bowl, with the water almost to the top - diminishing seriously the air/surface ratio - they basically suffocated.

If you don't have aeration, I'd run to all-night Walmart and get a pump and aerator immediately.

Sadly, you may be too late to save this one. I always hated that about fish, and I had them for years.

If you're buying your fish at Walmart or something similar, go to a real pet shop before you buy more and get experienced fish people to give you some pointers on setting up a healthy environment for your fish.
 
Poor fishy!!!!! I feel really bad for you because I would HATE to do that to, i mean i went absolutely ballistic when my fish died.But if you really really REALLY think that he is in misery than you should do what you think is best, i feel so bad for you.I wish you the best:)
 
Go to your fish store and describe the problem. Ask them what they think will help. I have found Jungle products to be pretty helpful. Be sure you are always running your filter and you are cleaning it regularly. Your fish may or may not live, but if you either visit or call your fish store, you can get the best advice for what is wrong with your fish. You have not said what type of fish you have, or whether the filter is now running. Fish can't get away from a dirty enviroment, so you need to help them by keeping it clean. Only siphon off about 1/4 of the water in the tank every two weeks. If you want a tank that is easier to keep clean, get the fine white silica sand they sell at some aquarium supply stores. Use that on the bottom, instead of gravel. The sand will not allow dirt to get underneath it and makes it easier to maintain. Then, siphon the surface of the sand one time per month and rinse it thoroughly or replace it. Make SURE you are using an outside filter, and NOT one of those little ones that sits inside the tank. The little inside ones don't work. Do not replace all the water at one time in the tank.
