I read it when I was younger. The cover had a woman standing next to a big silver dragon, standing at the edge of a forest.
The story was about this sailing expedition that went to an island to mine or something, and there they found dragons. The woman fell in love with the silver dragon, and together they fought this big evil black demon. The Dragon could take human form, and did so to travel back to the mainland with the woman. This was the first book in a series.
