Please help me! Anyone know anything about statute law?

I was wondering if anyone could be so kind and help me with my assignment. I need some more information on why statute law exists. The second issue I need to explain is the pre parliamentry procedures and the resolution of any conflict between the two chambers of parliament.

I have done my own research, however I need more info and I can not seem to find enough in my books and online.

Please help me!
