PLEASE HELP. ELECTRONICS PROBLEM.?

there is a device
the device has a comparator
when power is on
it should compare a reference voltage
and a "discharging" capacitor
( the capacitor starts discharging when power is off")
and the comparator gives a HIGH ouput only when capacitor voltage is less than reference volatage
as soon as output goes high
capacitor STOPS discharging and starts charging
but when it is charging now.. the comparator shouldnt compare its voltage to the reference voltage.. capacitor shud only charge.
the power is now off
capacitor stops charging
comparator stops working
and capacitor discharges
now when power is on again
1st the comparator shud work ( cap shudnt charge immediately)
and the cycle goes on
tel me how can this circuit b made?
 
The device you describe is an integrated circuit called a 555. You could just buy one, or you could build one from discrete components by copying the internal schematic.
