all algae and some modern land plants have NO vascular system (like moss). And many modern land plants don't need water for reproduction. Some use the wind, some use insects, some just use gravity.
 
B should be right. Because Algae needs films of water so its sperm can travel to fertilize a spore while land plants (i.e. trees) do not need water, they can just release sporophytes to germinate in more distant areas. Vascular tissue are the veins you see visually on tree leaves to deliver nutrients; green algae do not have such a thing- they are fragile and soft.
 
B Land plants don't necessarily need water to reproduce. Vascular tissue is used to help support land plants to grow taller against the force of gravity. in the water, there is greater buoyancy, so plants don't need any support to grow higher, or vascular tissue.
