Canada calls it 'unreasonably expensive overcapacity'. That is what makes our system prompt. If we ever do get to the point of 'straining our capacity' as in the 1918 Spanish Flu, I sure hope we still have it to strain.
Did you see they already are having a problem figuring out how to deliver the vaccines for the new flu? We don't have that set up, any more, as we used to before managed care came in under Nixon. Yet it is more expensive.
