Places to beach camp in Virginia or North Carolina?

My friends and I would like to go camping together over spring break. We'd really like to go camping on the beach for a day or two. It'd probably be a group of about 10-15 seventeen year olds. Where's a good place we could go in Virginia or North Carolina, preferably a place where they don't mind if we make some noise :]
