Firebug should be pretty transparent.
It certainly shouldn't (can't?) alter the users IP address.
I think you really need to get the php guys to explain what is different in the data the get with FireBug vs without it. Are they really seeing a different IP? I very much doubt that, but if so, what are the 2 IP's? Where does the bogus one come from?
I'm curious about the statement "So if some one wanted to violate our business they could do just by using firebug." How serious of a violation? You do know that IP's aren't the most reliable thing in the world, right? I can hit your server with an IP from just about anywhere in the world, without leaving my living room in the US. I just need to find the right proxy server. That isn't REALLY going to violate your business is it? If so...you have bigger problems than firebug ;-)
ETA: based on the additional details, especially "This could effect the business because all anyone would need to do is enable firebug and they would have the power to cause the sire to malfunction."
You have serious issues here. If FireBug is causing problems, then a hacker armed with REAL tools is going to have a field day with your site. FireBug is almost always transparent. There are other hacker tools that are most definitely NOT transparent. A hacker can (and will...) do anything they want on the client side. If your php code isn't prepared for that, you have serious issues. Contact me if you wish.
