PHP Nav Bar in an HTML page?

Hello, I have designed an HTML page, however, if possible I would like to keep the design and have a PHP Nav bar in there rather than keep the html bar with rollover images etc. Is there a way I can turn this page into a PHP page and then implement the nav bar over the HTML one that already exists.
