Photoshop - How can i achieve these effects, probably simple..?

ok im using CS4 and this image

i want to make his tie and the light on the right hand side the color red, then i want red splatters across the image, then i would like a motion blur of the background with only the people in focus

how could i do this plz!?
thats for the help "Top contributers" this is needed for my coursework, while everyone else is using ms paint i wanted to get a higher grade using better software, all i needed is some help but all i got was a lecture from u stuck up, unhelpful idiots
 
What you need to do is
a. de-activate cs4
b. uninstall it
c. get the box, discs and paperwork
d. either throw the lot in the bin or sell it to someone
e. go and find a digital re-toucher, tell them what you want and agree a price.

Alternatively. Actually learn how to use the software you have.
It would take too long to tell you all the steps required to do this properly.
 
joe, learning how to use photoshop is not quick and for some it is not easy...i have cs4 and only use a bare fraction of it to edit the photos i shoot. i play around and learn some things and i take classes and attend workshops and that helps. linda.com is a tutorial site and will answer all your questions and walk you through the process you need.
