Photoshop CS4 Extended Help!?

Iv made my Background 300 x 200 and the colours on the tool bar are gray and black atm but when i go to change a colour to orange instead of gray its doesn't change it just stays gray same for black and any other colour why is this please help !?
 
It sounds like somewhere during the process of changing the image size, you've changed the image mode (I don't know how that could have happened, but I bet it's the problem). Go to the Image pulldown menu at the top --> Image Mode --> set it to RGB and you should get your colors back.
