Photography Help Please!!!!!!?

I take a lot of pictures and I like to experiment with them. Does anybody know how to cut out the main thing in the pic and place it on a different background? Like example: I have a pic of a horse but I don't like the backbround is there some way I can cut the horse out and paste it on a better background. Is ther such a photo program that does that?
Is that a program that you can buy? If so where can I buy it?
 
photoshop, make a copy layer, you'd use the pen and selection tool. you would go around the whole image, and then in the layer you can click and drag the horse into the other picture. hair is harder than say clothing because it sometimes looks unnatural. also you want to make sure the lighting and shadows are about them same.
