Phone w/ GPS - also accessible to developers?

Hello all,

I'm a student looking for a cell phone that is GPS enabled and allows access to this functionality for developing Java applications on the phone (ie knowledge of real-time location information).

I'm currently looking at the Motorola, Kyocera, or LG phones - but haven't found any information about developing on these phones.
