Phone/Plan for Mr.Frugal

I am a webdesigner and am self-employed and therefore I work at home and use a digital landline phone that is bundled with my cable modem, TV, etc (only $99 a month!)

I'm also frugal, single and don't talk more than 40 mins a month on my current cell phone (Verizon). My contract just expired and I am looking for ways to cut my monthly bills.

I was wondering if someone could suggest a phone and plan that would let me do the following at the lowest reasonable price without degrading overall quality:

1.) Pull and send email
2.) Voice Clarity (I have hearing loss)

I'm thinking of a "pay as you go" type of phone, but I don't know if such services also feature data usage?

Is there anything out there for someone like me who doesn't use more than 50mins a month, but wants to be able to pull email almost daily?
 
First thing you need to decide is the carrier. Are you sticking with Verizon or thinking of switching? If you are going to switch, you need to do your homework and pick one that will work where and when you need it. Changing carriers to save a few bucks while the service isn't as good, is not a smart move. A cheap phone and plan is too expensive if it doesn't work.
