Phone Hacking: Would any of it happened if people weren't too lazy or ignorant to set an access code?

If they had gone to the trouble of actually reading the instructions that came with their mobile phones could the Leveson Enquiry have been avoided. It's a simple thing to do and it only takes a minute to set a password on a mobile phone. Don't people have any responsibility for the security of their own personal information? Isn't it a bit like sending a letter without putting it in an envelope and then being horrified to find that the postman had read it?
