Philips Magic3 Dect Handset not working?

I have just acquired a Philips Magic3 Fax machine. Everything seems to be working fine except I cannot get a dialing tone on my dect handset. I can make a phone call using the fax machine. The handset is fully charged. The only symbol showing on the handset it the battery condition icon.
