Philips GoGear Vibe Problems. Please help?

I have a Philips GoGear Vibe 4GB. It says it is charging but it won't build battery life. When I unplug it and try to cut it on all I hear is static in the headphones and the screen won't turn on, I have to hit the reset button to get it to cut off.

What is wrong with it? The screen comes on and says it is charging, is this a batery issue?
