Peugeot 206 HDi - battery almost dead and car doesn't start. What is the best way to

start my car? When turning the key in the ignition I hear a clicking sound, my wiper turns on and is really slow, lots of dash lights are on, and all lights are dim. It looks like the battery is low! Is it safe to jump start the car? (it's a diesel).

Also - how does something like this happen? And why do the wipers turn on even though the lever isn't in the wiper position? The ECU seems like it has gone haywire.
