Peter was one strange dude - he wanted to drag Russia into the modern world and actually went to Holland and worked in the ship yards to get an idea of how a ship went together.
I don't suppose he succeeded in pulling Russia into the modern world, but he did have St. Peter'sburg built (Leningrad) on the Baltic so that Russia could have a sea port.
