Performance chips for 1998 Jeep Wrangler 4.0L?

I knew what I was getting into when I purchased my Wrangler, a whopping 13-14 mpg on a good day. A friend has been telling me that I should invest in a performance chip to boost my fuel economy. Now I don't know much about engines except for what the parts are called and their basic functions.. so using one of those variable program computer thingies wouldn't be the best idea for me. As far as the plug and play chips, do any of them really work? I've seen some that advertise an increase of 7-10 mpg while also increasing performance with +40 hp and +40 ft/lbs of torque and cost around $90. Now anyone with half a brain stem knows that that sounds WAY too good to be true for $90. Is there a difference between the cheap chips (under $100) and the expensive ones (over $300)? If any of these things actually work then they may well be worth the money in the long run. Thanks for your help!
