People who decorate for events, the creative piece, what is this job called?

I'm not sure if it's known as a party planner, event planner, etc. I just mean the people who, for example, in a wedding come up with the designs for the tables, flower arrangements, etc.
I have a friend who I think would be excellent at this but I cant think of what the proper job title would be!!! >.<
