Pellet rifle: is it legal to buy, carry with you (hiking), shoot things (birds?!) in

California? I live in Palo Alto, California, and the other day I've seen that walmart has a pellet rifle with scope and everything for less than $200. It says that fires both .117 and .22 respectively at 1000 and 1200fps.
I am 28 years old, I am not a citizen but a permanent resident.
I guess my question is: what are the restriction in using or even buy a pellet rifle? What animals can one shoot? Where can I find more informations about the matter?

You can carry a pellet rifle in state parkland but you cannot shoot anything with it unless you have a hunting permit and tags and even then they have to be in season.

Who the hell walks around with a pellet gun on their back?
 
You would probably have to have a license, but I doubt you could walk around shooting things anyway:), especially with all the crimes. If you buy it, you would have to shoot it on your own property I'm sure.
