PE teacher confiscating PE kit charging money?

One PE teacher at my school has recently started confiscating PE kit that has been left in a mess and charging the students to give it back to them. The money is put in a charity tin, but this in unprecedented in our school and there is no mention of it in our school rules or other school documentation. No other teachers charge money when you need to get your own belongings back and some students have been caught unaware and not had the money to pay. People have gotten into trouble with the same PE teacher for not having the correct PE kit when she has confiscated part of or all of it. What are the legalities involved in this in Guernsey (Great Britain) or anywhere else?
