PBS HD channels

I'm probably rehashing something that's been beat to death, but I'm new to HD and don't understand why we have 2 PBS HD channels that show the exact same thing with (95% of the time) no time shifting when HD bandwidth appears to be at a premium ( no Nat GeographicHD or ShowcaseHD and IMHO very poor quality on WGNHD). Just blowing off a little steam as Bell won't tell you reasons why things are the way they are just repeat the facts back to you like. we are pleased to offer PDSHD east and west with no recognition of the apparent pointlessness. If someone see's what I'm missing please enlighten me, and if someone knows more ,about why both channels,that would be cool, thanks
 
It's because PBS only has one national feed for HD.

National Geographic in HD would make a lot more sense than the "second" PBS feed.
