Parents lying about child's age in sport to gain an unfair advantage?

Found out from a reliable source that parents in our local sporting club have lied about their twin sons' birth age for the past four years so they can put them in a lower sports age group. That is, they are now 12 competing in the under-11's. The parent's reasoning is their sons were born prematurely and if they had of been born on their "correct" birth dates, they would be in the younger age group (miss out by eight weeks). Problem is they are winning against other kids and have been asked to represent club at state level. The parents have allowed them to do so. Any similiar stories..what to do??
